On October 21, 2025, a meeting was held at the Ministry of Foreign Affairs of Turkmenistan between the Head of the State Service for Maritime and River Transport and the Ambassador of Japan to Turkmenistan.

At the beginning of the meeting, the Ambassador delivered an opening speech, congratulating the establishment of Turkmenistan’s State Service for Maritime and River Transport in July this year. He also expressed interest in how Japan could assist in ensuring sustainable transport, building on the initiatives presented by the President of Turkmenistan at the UN General Assembly in September.

During the meeting, mention was made of the upcoming training seminar on green logistics to be held in Japan in November, organized by the Japan International Cooperation Agency (JICA).

Then, the Head of the State Service spoke briefly about the work carried out by the service. He noted that two dry cargo vessels currently under construction at the “Balkan” Shipbuilding and Repair Plant are equipped with engines produced by the Japanese company Yanmar. He also highlighted the Service’s readiness to cooperate with Japan in port management, shipbuilding, and fleet development.

The Ambassador emphasized that, while Turkmenistan currently cooperates with companies from the Republic of Korea and the People’s Republic of China in shipbuilding, there is potential for collaboration with Japanese companies in supplying necessary spare parts.

The Turkmen side proposed exploring the possibility of establishing small production facilities within the Turkmenbashi International Seaport together with Japanese companies, producing Japanese goods locally and exporting them to neighboring countries. The Ambassador confirmed that he would convey this proposal to the relevant Japanese companies and hold consultations on it.
