Contract Title: Design, Supply and Management for Construction of Two Ro-Ro Rail Wagon Carriers

1.The Government of Turkmenistan has received financing from the Islamic Development Bank toward the cost of the Turkmenistan Maritime Transport Development Project, and it intends to apply part of the proceeds toward payments under the contract for “Design, Supply and Management for Construction of Two Ro-Ro Rail Wagon Carriers”. This project will be jointly financed by the OPEC Fund.
2. The “Turkmendenizderyayollary” Agency now invites sealed proposals from eligible proposers for:
i. Desing, supply, management for construction and deliver of 2 (two) RO-RO Rail Wagon Carriers,
ii. Improvement of Balkan Shipyard’s (Turkmenistan) capabilities through the provision/procurement of the following items:
Procuring of ERP (Enterprise Resource Planning) System and providing ERP related trainings,
Providing of Painting Quality Specialist Training,
Providing of Designer Software Training,
Providing of System Maintenance Training of RO-RO Rail Wagon Carrier,
Providing of Shipbuilding Management Training,
Providing of On the Job Training (OJT) with construction of first RO-RO Rail Wagon Carrier.
The time frame of the “Construction of the Ships” and “Improvement of Balkan Shipyard’s Capabilities” activities is thirty-six (36) months, excluding twelve (12) months of liability for the defective period per each vessel separately. RO-RO Rail Wagon Carriers shall be constructed in Balkan Shipyard located in Turkmenbashi city, Turkmenistan. All of the Shipyard’s infrastructure, facilities and capabilities determined for shipbuilding shall be used by the contractor in the construction of the vessels.
All human source for shipbuilding (management, planning, engineering, quality control, preparing work order etc.) except workmanship shall be provided by Contractor. All workmanship for the construction of Ro-Ro Vessels shall be borne entirely by the Shipyard.
Within the scope of the project, Contractor shall complete the design and construction of 2 Ro-Ro Vessels by providing the shipbuilding ability and skills to the Shipyard personnel. Contractor shall be responsible for all performance requirements, project management, planning and coordination, procurement, installation, activation and test activities. In this context interested eligible proposers shall meet the following experiences.
Experience in ship building sector under contracts in the role of contractor, subcontractor, or management contractor for at least the last five years starting 1st July 2019.
Proposer shall have own shipyard.
Proposer shall complete the construction and deliver of at least 1 ship in its own shipyard as a main contractor.
The amount of average shipbuilding steel production capability shall be at least 5.000 tonnes per year.
Shall have quality certificate for shipbuilding.
Interested eligible proposers shall meet the following financial situations.
Submission of audited balance sheets or other financial statements acceptable to the Employer, for the last three (3) years to demonstrate the current soundness of the Proposers financial position and its prospective long term profitability.
Minimum average annual turnover in shipbuilding sector of 54.000.000 USD, calculated as total certified payments received for contracts in progress or completed, within the last five years.
The Proposer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet: 9.000.000 USD monthly cash-flow and overall cash flow requirements.
Participation as contractor, joint venture member, management contractor, or subcontractor, in at least 1 contract within the last five years, each with a value of at least 60.000.000 USD, that have been successfully and substantially completed and that are in shipbuilding sector.
3. RFP will be conducted through the International Competitive Bidding (ICB) procedures as specified in IsDB’s Guidelines: Procurement of Good, Works and Related Services under IsDB Project Financing, April 2019, revised in February 2023. RFP is open to all eligible proposers as defined in the Procurement Guidelines. In addition, please refer to 1.9.1-1.9.5 paragraphs of the Procurement Policy of the Procurement Guidelines setting forth IsDB’s policy on conflict of interest.
4. Interested eligible proposers may obtain further information from “Turkmendenizderyayollary” Agency (foreign_dept@tmrl.gov.tm, tmrl.foreign_dept@sanly.tm) during office hours from 09:00 hrs to 18:00 hrs (Turkmenistan local time) at the address given below.
5. A complete set of RFP in English may be purchased from 05.08.2024 by interested eligible proposers upon the submission of a written application to the address below during office hours from 09:00 hrs to 18:00 hrs (Turkmenistan local time) and upon payment of a nonrefundable fee of 345 USD (three hundred forty-five US dollars) included VAT. The methods of payment will be direct deposit or bank transfer into following account of “Turkmendenizderyayollary” Agency.

The documents will be sent by e-mail or can be picked up on a CD, after delivery of the payment receipt to the “Turkmendenizderyayollary” Agency at the address below. All banking charges and fees related to the direct deposit or bank transfer shall be for the proposer’s account.
6. The Proposal must be delivered to the address below by 13:00 (Turkmenistan local time), on 05.11.2024. Electronic procurement will not be permitted. Late proposals will be rejected and returned unopened.
7. All proposals must be accompanied by a “Proposal Security” of US$ 1 (one) million.
